外文摘要：The quality level of teaching administrative personnel will influence on teaching administration and teaching effect. The popular higher education and assessment of undergraduate course has put forwards stricter requirement to quality and ability of teaching administrative personnel. They must have not only theory and knowledge, but also administrative technique ability such as skill of technology, of human relations, of concept and of dealing with crisis.
