中文摘要:工资集体协商制度作为协调劳资双方利益关系、维护劳动者经济权益的重要机制,其产生与发展受到了强制性制度变迁与诱致性制度变迁的双重影响。经过多年的探索和实践,我国的工资集体协商制度得到了广泛发展,但协商效果并不是非常理想,根本原因在于相关法律法规缺位、协商主体不成熟、推进动力倒置等制度性障碍。进一步对现行工资集体协商构架进行必要的制度创新和制度完善,是构建和谐劳动关系、维护社会稳定的重要保证。

外文摘要:As an important mechanism of coordinating labor relations and protecting labor rights, the system of collective consultation on wages is impacted by "compulsory institutional change" and "induced institutional change". After years of exploration and practice, the system of collective consultation on wages in China has a better development. However, the system of collective consultation on wages has not achieved good results as people expected. The central causes of problems are the absence of legislation, the actors still in developing, the inverted motivations and other institutional obstacles. In order to build up harmonious labor relations and stable society, we should improve and introduce institutional innovation of the structure of the current collective consultation on wages.
