中文摘要：虽然我国尚未正式加入WTO ,但改革开放 2 0年来 ,我国已经开始了与世界经济对接的进程 ;经济全球化使任何一国的劳资关系都带有国际化的性质 ;国企脱困最大的代价是职工下岗、失业 ;工会最难的处境就在于被夹在国企脱困与职工大量下岗、失业的两难之间。工会面临大量外企及私营、民营企业职工权益受到侵害却又无法维护的尴尬处境。

外文摘要：Although China has not entry into the WTO at present, our country has started the process of linking with the world economy since the opening up of China Economic globalization has resulted in the change of industrial relations in any country whose characteristics have internationalization The greatest cost of bailing out those SOEs from current losses is unemployment and laid-off The most difficulty of trade unions is that the trade unions are in an awkward position The workers' rights and interests in foreign-funded enterprises, private and individual sectors are violated, but the trade unions unable to cope with the problem So, the Chinese trade unions must put forward the countermeasures
