中文摘要：在全面推动乡村振兴战略的背景下,乡村治理特别是文化治理的现实意义凸显。目前,在乡村人口大量流动、社会结构发生较大变化的情况下,乡村文化治理需要解决两个关键问题,即:乡村文化消散和消极化带来的秩序失衡,乡村社会参与弱化和缺失产生的活力不足。这些问题背后的深层因素是:乡村基层组织体系的涣散、社区共同体意识的消解和自治理念的缺乏。乡村文化治理需要基于对概念的综合性理解,通过主体建设、载体建设、意识培育和动力发掘等路径,回应目前治理领域存在的问题以及新形势下乡村群众明显增加的文化需求,重建乡村秩序,激发社会活力。

外文摘要：Against the strategic background of promoting the overall revitalization of rural areas,rural governance,especially cultural governance’s practical significance is highlighted.At present,considering the large flow of rural population and great changes in social structure,two key problems are urgently to be solved in cultural governance,i.e.,the imbalance of order caused by the dissipation and passivity of rural culture,and the lack of vitality caused by the weakening of rural social participation.The deep factors behind these problems are the laxity of the rural grass-roots organization system,the dissolution of the community consciousness and the lack of the concept of democratic autonomy.Rural cultural governance needs to make a comprehensive understanding of the concept,respond to the current problems in the governance field and satisfy the rural people’s significantly increased cultural needs in the new situation through the main body construction,carrier construction,awareness cultivation and motivation exploration and other ways,so as to rebuild the rural order and stimulate social vitality.
