中文摘要：就业是民生之本。改革以来,中国在劳动就业方面取得了突出的成就,初步形成了市场导向的就业机制。受人口增长的历史影响,中国当前和今后长时期将面临严峻的就业挑战。当前中国就业环境的变化特征是:劳动力供求矛盾突出,"强资本弱劳工"格局日趋明显;就业结构性矛盾严重,弱势劳工群体问题凸显;劳动力流动性增强,劳动关系的安全性下降;城镇失业率迅猛上升,社会保障亟待完善。劳动就业方面的这些变化特征要求今后工会工作应以中华全国总工会提出的"积极促进就业,稳定就业岗位,减少失业"为中心,在新的起点上,以新的思路、新的标准、新的要求实现新的突破,更好地维护职工的劳动权益。

外文摘要：Employment is an important base of the people's livelihood Since China's reform and opening-up, China has achieved an outstanding result and has preliminarily formed a market-orientated employment mechanism Because of a historical influence of population's increase, China will face severe employment challenge at present and future The author of this article analysed a changeable characteristics of employment in China For example, striking contradictions among labor force between supply and demand, obvious pattern of 'strong capital and weak labor', sever contradictions in the field of employment structure, the vulnerable group of people, increasing labor flow, decreasing labor relations' safeguard, rapidly rising the unemployed in cities and towns, imperfect social security and so on These phenomena demand that the trade unions should safeguard labor rights and interests of workers and staff members through a new thinking, new standards and new requirements in order to realize a new breakthrough and carry out a slogan by the ACFTU: 'actively promote employment, stabilize jobs and decrease unemployment'
