中文摘要：为全面深入理解职业安全健康问题产生的原因机制,探究建立理论模型,并通过问卷调查收集数据进行实证检验。研究表明,政府行为、企业行为和员工行为对职业安全健康问题均具有显著影响,具体影响机制可通过路径分析法构建三因素模型予以呈现。其中,政府规制监管不足会助长企业的无序管理和员工的不安全行为,进而影响职业安全健康问题的产生;企业无序管理对职业安全健康状况既有直接影响,也会通过助长员工的不安全行为产生间接影响;员工的不安全行为则会直接导致职业安全健康问题的产生。切实提高职业安全健康水平需要政府、企业和员工形成合力,多措并举,统筹构建职业安全健康保障体系。

外文摘要：To comprehensively and deeply understand the causes and mechanisms of occupational health and safety problems,theoretical model were explored and established,and empirical tests were carried out by collecting data from questionnaires.The results show that government′s regulation and supervision,enterprise′s disorder management and employee′s unsafe behavior have significant impact on occupational safety and health,and the specific mechanism can be clearly revealed in the three causes model by path analysis method.The lack of government′s regulation and supervision encourages the enterprise′s disorder management and employee′s unsafe behavior,and then affects occupational safety and health.Enterprise′s disorder management not only has a direct impact on occupational safety and health,but also indirect impact by encouraging employee′s unsafe behavior.Employee′s unsafe behavior directly leads to the occurrence of occupational safety and health problems.In order to effectively improve the level of occupation safety and health,it requires that the government,enterprises and employees join forces comprehensively to construct occupation safety and health security system.
