中文摘要：经济结构调整加快了劳动关系的重建。国企改制只是新的劳动关系重建的起点。一个协调、稳定的劳动关系的建立将是一个过程。政府要从计划经济的劳动关系中超脱出来,劳动者要从原有体制中转换身份。新型劳动关系的最终确立.还必须伴随法律主体的确立而完成。产业结构调整的加速,使不同类型、不同规模的国企劳动关系转换出现了多元化特征,同时也带来了经济补偿上的差异。不解决解除劳动关系的补偿和包括社会保障金在内的历史欠债,政府就不能从旧有劳动关系中超脱出来,新的劳动关系将无法重建,社会不安定的隐患将无法消除。

外文摘要：Chinese adjustment of economic structure speeds up the reconstruction of labor relations. Hie reform of SOEs is only a starting point of the reconstruction of new labor relations. The construction of a harmonious and stable labor relations is a process. The government will detach itself from a planned economy and the laborers will change their capacity form former system. The final establishment of a new kind of labor relations must complete with the establishment of the main body of law. China ' s fast adjustment of the industrial structure has led to the transformation of labor relations in various types and sizes of SOEs to have a variety of characteristics. At the same time, it also resulted in different economic compensation. The government should settle some historical debts such as a compensation owning to terminating labor contracts and so on. The government should detach itself from the former labor relations in order to establish new labor relations and assure a social stability.
