中文摘要：我国人口老龄化在经济社会发展的进程中长期处于加速上升的状态。随着全面小康社会建成,我国养老服务探索方向正在发生显著的转变,在"三社联动"模式下建立社区养老体系是未来应对老龄化问题的重要路径。文章以北京市海淀区M社区为个案开展研究,探寻以社区为平台,社会组织和社工介入养老服务,为服务对象及社区提供帮助的优势,分析三者间的联动机制、效能和困境。基于现有发展情况,提出加强养老服务监管体系、制定社区养老服务土地划拨相关政策、加强社区养老服务社工队伍建设的建议,逐步推动"三社联动"各主体间完善协作,为社区养老服务提供一种新的模式。

外文摘要：China’s aging population in the process of economic and social development in the long-term accelerated rise state.With the completion of a well-off society in an all-round way,the exploration direction of China’s pension service is undergoing a significant change.The establishment of a community pension system under the mechanism of"three social linkage"is an important way to deal with the aging problem in the future.Taking the M Community of Haidian District,Beijing as a case study,this paper explores the advantages of the community as the platform,social organizations and social workers’involvement in elderly care services as the service object and the community,and analyzes the linkage mechanism,efficiency and dilemma among the three.Based on the current development situation,this paper puts forward some suggestions on strengthening the supervision system of old-age care service,formulating relevant policies on land allocation for community old-age care service,and strengthening the construction of social workers in community old-age care service,so as to gradually promote the perfect cooperation among various subjects of"Three Social Linkages",and provide a reference for community old-age care service.
